WASHINGTON (AP) — Ending the threat of a government shutdown until after the holidays, Congress gave final approval Wednesday night to a temporary government funding package that pushes a confrontation over the federal budget into the new year.The Senate met into the night to pass the bill with an overwhelming 87-11 tally and send it to President Joe Biden for his signature one day after it passed the House on an overwhelming bipartisan vote. A 60-year-old man, who is a prior sex offender, was arrested after witnesses in a Halloween store reported seeing him use his phone to record “up-skirt” video of a woman who was in the shop with her two children, authorities announced Wednesday night. The incident occurred on Oct. 20 at Spirit Halloween, located at 13852 Red Hill Avenue, in Tustin. Officers with the Tustin Police Department responded to the scene and learned that the suspect, now identified as Roland Moreno, had been seen by multiple people in the store “discreetly taking up-skirt videos” of the female victim. Moreno fled Halloween Spirit in his vehicle before officers arrived. However, his phone was recovered at the scene. Roland Moreno, 60, was arrested on charges of criminal invasion of privacy on Nov. 12, 2023. (KRON) -- A 43-year-old Antioch man was found dead with a gunshot wound on railroad tracks in Antioch on Wednesday, the Antioch Police Department said. Officers were dispatched to the tracks between A Street and Cavallo Road just after 2 p.m. for the report of a possible dead body. Officers located the victim and pronounced him dead. The victim was not identified by police as his family is being notified. APD is investigating the homicide.
