Assessing the top developments of the week …1. Cal makes a hireThe lone basketball coaching vacancy in the conference was filled Wednesday when Cal announced the appointment of Mark Madsen, the former Stanford star who produced an impressive run at Utah Valley University.Based on the Pac-12’s dreary collective performance in 2022-23, one change seems a bit light. But Stanford (Jerod Haase), Washington (Mike Hopkins) and Oregon State (Wayne Tinkle) all opted for continuity. As a result, the conference has experienced a grand total of three coaching changes in three years. In the spring of 2021, Arizona hired Tommy Lloyd and Utah selected Craig Smith. In the spring of 2022, there were no changes. This year, only Cal has made a move. The low-level turnover reflects tight budgets and underscores the sports hierarchy across the conference: With the exceptions of Arizona and UCLA, basketball runs a distant second to football.Given a hypothetical $3 million, most schools would spend...Series of 3.2 magnitude earthquakes rattle Oakland hills, East Bay
